MoDOT St. Louis District Strategic Highway Safety Plan and Safety Asset Inventory

MoDOT strives to keep Missouri roads as safe as possible for drivers. To achieve this goal, MoDOT must keep a detailed record of its safety assets and maintain the District’s Strategic Highway Safety Plan (SHSP). The SHSP is a data-driven, multi-year plan that establishes District goals and objectives and identifies emphasis areas that must be addressed to reduce traffic fatalities and serious injuries on all public roadways.

As part of an on-call agreement with MoDOT, TREKK began developing an ArcGIS-based inventory of existing devices identified as a safety asset by using past safety asset projects. This included items such as high-friction surface treatment (HFST), inlaid pavement markers, interactive flashers and rumble strips. Data attributes of the inventory included life expectancies of select safety assets to assist in the management of these assets. We delivered an ArcGIS inventory database of more than 2,500 assets capable of being mapped at the end of the project. As MoDOT expanded its safety assets, TREKK continued to build on the safety asset inventory, expanding the data fields with additional information needed to manage these assets. 

TREKK also updated the existing SHSP for the St. Louis District using five years of crash data and statistics. We also provided other relevant updates to the SHSP, including creating a safety funding flowchart representing current MoDOT practices and developing an extensive Pedestrian Crash Report for the district. The Pedestrian Crash Report included a ranking of pedestrian crash locations in terms of the number of pedestrian-involved crashes and severity on state-owned routes. Additionally, TREKK developed an ArcGIS online database to generate a pedestrian crash heat map and interactive dashboard.
