Parsons Water Service Lead Inventory

City of Parsons, Kansas 

The passing of 40 CFR § 141.84 – Lead Service Line Replacement Requirements required communities to create an inventory of their water service lines to track the locations of lead pipes within their systems. If lead pipes exist, communities are then required to create a replacement plan to remove them from their water systems.

TREKK worked with the city of Parsons, Kansas, to complete a water service line lead inventory to meet US EPA and the Kansas Department of Health and Environment requirements. The city self-performed the public portion of the waterline inventory while they were replacing water meters. TREKK helped prepare the inventory data collection spreadsheet and performed the private side inspections for more than 3,900 water users.

The project included extensive coordination with residents, city engineering staff and the city council. TREKK’s marketing team worked with the city to produce an informational video that was shared on the city’s social media and website to assist with the project’s public outreach and education aspect. 

TREKK also prepared an informational mailer that was sent to each resident at the beginning of the project. A TREKK contact number was listed on the mailer so that residents could call to schedule their free inspection. TREKK field crews collected water line materials during the scheduled inspection using a GIS data platform. A GIS dashboard was used to track the progress of the program and the participation rates.

TREKK also created door hangers and delivered them to all businesses and homes that had not yet scheduled their inspection. Another door hanger was delivered to all residences that did not schedule an inspection during the first or second contact. During door hanger delivery, door knocks were performed so that homeowners could have their inspection completed without an appointment if they so desired.
