Johnson County Public Works developed a Stormwater Management Program (SMP) with the goal of better standardizing and coordinating the planning efforts of the multiple watersheds and cities within the county. TREKK participated in the SMP System Management subcommittee, which looked at asset inventory and condition assessment for both engineered stormwater infrastructure and the natural stormwater conveyance system to assist with developing policies and procedures to implement the strategies defined in the 2016 Strategic Plan for Stormwater Management.
Efforts of the SMP and subcommittees led to the development of a Stormwater Asset Management Plan (SAMP). The SAMP required municipality coordination, compiling existing stormwater asset data, identifying data gaps and prioritizing field efforts, developing prioritization methodology and assessing county stormwater management program needs.
As part of the SAMP team, TREKK provided field services to support the acquisition and verification of inventory attributes and the condition assessment of five types of man-made structural assets using the unified rating system developed by the county. TREKK field-verified condition assessments provided by other municipalities to determine if using existing data would provide a consistent and fair comparison baseline for analysis to support the development of the SAMP. We used our field assessment and costing expertise to help the county develop a probable cost and prioritization plan for capturing this missing data for the future Asset Management Plan implementation.
TREKK has since helped several Johnson County communities identify defective stormwater structures using a variety of technologies. We have conducted GPS survey and condition assessment inspections using TREKK360 imaging and high zoom pole cameras and provided CCTV inspection. We then update each city’s GIS and CMMS as part of data delivery efforts. Communities use this valuable information to develop repair and rehabilitation plans.
