Route 67 (Lindbergh Boulevard) and Route 340 (Olive Boulevard) Interchange Improvements

The 39 North AgTech Innovation District (District) aims to solidify St. Louis as the world’s Agri-Tech Hub. The area is uniquely situated in the heart of the U.S. agriculture industry. The District is currently home to the Donald Danforth Plant Science Center, Bayer Crop Science, the Bio Research and Development Growth Park and the Helix Center Incubator. 

The goals of the 39 North Master Plan included facilitating movements within the District for motorized and non-motorized traffic, converting Old Olive Street Road to a local street with reduced traffic and improving connectivity and complete pedestrian connection with new traffic signals incorporating crosswalks, accessible ramps, push buttons and pedestrian signal heads.

TREKK played a key role in Phase I of the master plan with our grant application assistance and transportation design.

We wrote the STP-S grant application for the 39 North AgTech Innovation District Transportation Improvements Phase 1, which provided $5 million in federal and local funds to improve the interchange at Route 67 (Lindbergh Boulevard) and Route 340 (Olive Boulevard). This successful grant application funded the foundation infrastructure improvements to allow the 39 North Master Plan to be realized. The project included the construction of a folded diamond interchange, new accessible sidewalks and sidepath, bridge modifications, drainage improvements, signing, pavement markings and two new traffic signals at the ramp termini. TREKK also served as construction manager for this project, which MoDOT identified as “Regionally Significant.”

After the interchange reconfiguration, approximately 4 acres of land is now available in the District for redevelopment. Redesign and reconstruction of the Lindbergh and Olive Boulevards provided the opportunity for economic development and improved traffic operations and safety. It also allowed for the transition of a collector road – Old Olive – into a Complete Street. 

TREKK was also on the team of professionals who worked with the city of Creve Coeur to develop the Great Streets document for Old Olive Street Road, which guides the reconstruction of the right of way into a Complete Street with reduced traffic and improved connectivity. The reconstruction of this mile-long stretch of roadway will provide a great place for people to live, work and play in the 39N District.

In the preparation of the Great Streets document, TREKK analyzed existing transportation constraints and opportunities, including multimodal mobility, safety, circulation and connectivity. The scope included roadway, trail, stormwater management, green infrastructure, accessibility and traffic signal design. TREKK was also responsible for utility coordination, which was a major consideration due to the heavy congestion of utilities throughout the corridor. We assisted with funding strategies, cost estimating and 30% and right of way drawings to support the application, which the city of Creve Coeur submitted.
